1. CONDUCT                                                                                              Revised 09/07

A.--The Norwich Ice Rink Adult League exists for the enjoyment of all participants.  Players and officials are expected to conduct themselves in a civil and sportsmanlike manner.  The USA Hockey Official Playing Rules for Adult No-Check Hockey shall govern all play, with the following amplifications and exceptions.

2. TEAMS

          A.--Each team roster shall consist of a minimum of 6 and maximum of 22 players.  All players shall sign a rink waiver. Players under 18 must have prior written approval from parents and League Director.

          B.--Players other than goalies may play for only one team in the league.  Players are limited to substituting for one team.  Special exceptions will allow an individual to play in/on two leagues/teams.

          C.--Each team shall file a roster that lists all team members and their assigned jersey numbers by the start of each season.  After that date, any team without a proper roster on file will be penalized a progressive number of points 1 for the 1st game, 2 for the 2nd game etc. until the roster is filed.

          D.--Roster changes are not permitted without League Director approval.  Roster changes are not official until the revised roster is placed in the league notebook kept in the timekeeper’s booth.  Absolutely no roster changes 5 games prior to the playoffs.  If a team plays a game using a player or players not on its filed roster, the team loses that game by forfeit.

          E.--Unexpected unintentional roster discrepancies (missing jerseys, swapped jerseys etc.) must be declared, accepted and noted on the score sheet by an official before a game starts. Undeclared unintentional roster discrepancies discovered during a game shall result in an immediate bench minor.

          F.--Substitute players in attendance must be recorded on the reverse of the score sheet and must have a jersey number.

3. EQUIPMENT

A.--All players on the ice and bench must wear a properly fastened hockey helmet. Facemasks are not required in the "A" league. "B" and "C" leagues require a minimum of a half shield / visor. Full face protection is REQUIRED for the "D" league. A player whose helmet comes off during play must discontinue participation until the helmet is properly replaced and fastened; disregard of this rule warrants a minor penalty. No modifications are permitted to facemasks, cages, or visors. Play must be immediately stopped if a goalie's helmet comes off.

          B.--Full equipment is required for the “C” and “D” league, this includes shoulder pads.  Players without shoulder pads shall be removed from the game.

                C.--Sticks must be regulation hockey sticks, the maximum blade curvature limit is waived.

4. UNIFORMS

          A.--Each team must have matching uniform jerseys with unique numbers as listed on team roster.  No player may wear a different number at any time during the season.  (See 2.E for unexpected, unintentional roster exceptions.)

          B.--Players shall not play without numbers on their jerseys, said players will be removed from the ice.

         C.--The game referee will designate teams that have to wear pullovers for color differentiation during games. Such teams must return the pullovers promptly after the game.

5. RULES OF PLAY

          A.--Icing is called when the puck is propelled over the far goal line from behind the defensive blue line.

                    B.--Omit center red line and two-line pass infractions.

                C.--Penalties

            1.--The league is a NO-CHECK league. This means that body checking, shove checking, and intentionally moving into a body collision are NOT allowed.

            2.--Inadvertent collisions or minor body contact between players going for the puck will not be penalized provided the colliders do not aggravate the contact by elbowing, shoving, kneeing, or intentional checking.  

            3.-player who intentionally plays the body of an opponent without trying to play the puck shall be penalized.

            4.--Deliberate body checks shall require a major penalty.  If an injury occurs due to deliberate checking the minimum mandatory penalty is a major and game misconduct with the possibility of further penalty.

            5.--A player who gets 2 majors in a game gets a mandatory game misconduct carrying a 2-game suspension.

            6.--Checking from behind carries a minimum 2 game suspension and the possibility of up to a 10 game suspension.

      7.--Injury-potential infractions shall require a minimum of a major and game

      misconduct.

      8.--First fighting offense carries a mandatory 2 game suspension, second fighting offense carries a mandatory 10 game suspension with possibility of banishment.

D.--Game Ejections:

            1.--If a player (goalies included) is assessed 3 personal penalties total (any combination of minors, majors and misconducts) during a game, said player will be ejected from the game.  This game ejection, by itself, carries NO suspension penalties.

            2.--A player ejected from a game shall proceed immediately to his dressing room. After changing clothes, he may watch ONLY from the stands opposite the players’ bench.

            3.--The penalty progression for a refusal to follow the game ejection rules shall be; a warning to the Team Captain; a bench minor and then game forfeiture (with offending team captain also subject to a League Match Penalty).

E.--League Match Penalty, in addition to USA hockey rules.

            1.--Any infraction judged by the referee to be a League Match Penalty will result in an automatic game ejection, major penalty time and suspension from offender’s next game with possibility of further penalty.

             a.--A second League Match Penalty in a season will result in a minimum five game suspension and a maximum 10 game suspension.

                b.--A third League Match Penalty within one season will result in suspension from the league for the remainder of the season and half of next season (15 games minimum). A third-time offender may be banished from the league.

            2.--The following infractions are examples that constitute a League Match Penalty under these additional rules:

             a.--Fisticuffs-including instigator, respondent and any subsequent entrants who engage in fisticuffs. Any fighting where blows to the head are delivered or attempted blows to the head with closed fists with or without gloves, constitutes fisticuffs.

      First fighting offense carries a mandatory 2 game suspension, second fighting offense carries a mandatory 10 game suspension with possibility of banishment.

              b.--Attempting to cause physical injury to, or malicious threatening of bodily harm to a game official or rink/league representative.

              c.--Checking from behind.

            3.--The referee will be the judge of whether an incident is a League Match Penalty.  If an altercation or misconduct incident occurs, which in the opinion of the referee is not serious enough to be called a League Match Penalty the referee may award any appropriate penalty including a game misconduct.

            4.--For any game misconduct or match penalty the referee shall enter a full description on the score sheet and ensure that officials from the offending team(s) are informed of the suspension requirements. The League Director will post the suspension(s) on the bulletin board.

            5.--The offending team(s) shall be responsible for enforcing player suspension(s), even during playoff games or initial games in the following season.  Games played with a suspended player shall be forfeited and two additional points will be deducted from the offending team record.

            6.--The major penalty time associated with a League Match Penalty will be served by a non-penalized teammate.

            7.--The circumstances of any match penalty incident that results in injury to a player, official, or rink/league representative, or threatening of, shall be recorded on the score sheet. These circumstances will be reviewed at a league meeting/hearing; at which time offender suspensions may be substantially increased beyond the automatic suspension noted above and may include banishment from the league.

           

6. PROTEST

          A.--Game protests must be filed DURING or IMMEDIATELY after the game by the team captain with the game officials. The reason for the protest must be written down AT THAT TIME by the referee on the score sheet.  Game protests will be decided at a league hearing/meeting and the decision announced by the League Director.

                7. DISCUSSIONS WITH OFFICIALS

          A.--Only the Team Captain or Alternate may request amplifying info from on-ice officials.  Team Captains and Alternates must be designated to the game referee prior to the game.  USA hockey rules concerning challenges of official rulings and player taunting will be strictly followed.  Goaltenders cannot be an on-ice captain or alternate, but may receive “coach” privileges to talk to the on-ice officials between periods or after the game.

          B.--The officials do not retire to a dressing room between periods.  This does NOT mean that they are to be pestered with complaints.  Any actions of this sort will be penalized by a misconduct or bench minor penalty.  If the offense occurs after a game, the penalty will be served at the next game.

         C.--The time/score keeper is recognized as an off ice official and has the authority to remove non rostered players and players without jersey numbers as well as enforce suspensions.  This person will also record jersey numbers on the reverse side of the score sheet and compare these with the roster on file.

8. PENALTY REVIEW

          A.--Halfway through each season, player penalty records will be reviewed by the League Director.  Complaints from other players, coaches and officials may be considered when making the penalty record review.  The League Director shall warn any player with a marked history of excessive roughness or un-sportsmanlike conduct penalties.  If the trend continues, the player may be suspended from the league.

          B.--A suspension enacted under this rule may be appealed at the start of the next season. The player involved will not be allowed to start play until the League Director rules on the appeal.

9. RINK FACILITIES

          A.--All persons shall respect the property of others and the rink property.  Teams are financially responsible if damage is done to a player’s bench or locker room.  Notify the rink promptly if a bench or room is discovered damaged prior to team entry.

          B.--Players are not allowed on the ice until the Zamboni is off the ice; pucks are not allowed on the ice until the Zamboni doors are shut.  Bench minors shall be awarded for violations.

          C.--ALL PLAYERS SHALL REMAIN OFF THE ICE WHILE ANY PREVIOUS GROUP (FIGURE SKATERS, PRIVATE PARTY ETC.) IS ON THE ICE. THE REFEREE MAY DIRECT ANY PLAYER WHO VIOLATES THIS RULE NOT TO PLAY IN THAT GAME, AND A BENCH MINOR AWARDED TO HIS TEAM.

 

10. GAME TIME

          A.--The 3-minute warm-up time will start when the goals are in place and the Zamboni doors are closed.  If a team’s goalie is not on the ice at the schedule start time after the warm-up, that team may have 6 players on the ice.  If a team does not have 6 players to start the game that team forfeits the game.

          B.--Game time is 15 minutes per period stop time, or 20 minutes per-period running time.

          C.--Stop-time minor penalties are 1.5 minutes; majors are 4 minutes and misconducts are 8 minutes.  Running-time penalties are 2/5/10. 

Roughing penalties and other penalties that may contribute to control of the game shall be served in their entirety.

          D.--Under running time the referee shall stop the clock for injuries, timeouts and other inordinate delays not caused by player infractions. With a goal differential of 2 or less in the last 2 minutes of the game the referee shall stop the clock and restore lost time if above extended delays occur.

          E.--Mercy Rule, during stop-time games starting with the third period, at a 6 goal lead and at the official’s discretion the clock will go to run-time.  This rule is meant to move along games that are or could become “Out of Control”.

          F.--In the third period regardless of the score the game ends when the allotted time (1hr 10min) has expired.  Game time starts with the 3 minute warm-up.

11. BENCHES

          A.--Only players and a maximum of three other persons (coach/manager, etc.) are allowed on the bench during a game, and must be 18 years of age.

          B.--Cheering groups associated with a team must perform their function from the spectator area, not from behind the bench.

12. LEAGUE FORMAT

    A.--Four levels of play may be offered.  “A”, ”B”, ”C” & “D”-Leagues.

“A” League players are not allowed to skate below the “B” league.

“B” teams may carry up to 3 “A” level skaters.

“C” teams may carry up to 3 “B” level skaters.

“D” teams may carry up to 3 “C” level skaters.

    B.--Playoff structure will be announced at the beginning of the session.

There shall be one 5 minute overtime period for playoff and championship games, if a winner is not determined it will go to a shoot-out.

          C.--In case of a points tie, the following statistics (in order) will be used to determine final team standings.

1.--Total number of wins.

2.--Head to head record.

3.--Head to head goal differential.

4.--Total wins against top 2 (or remaining top 2) teams in division.

    D.--Forfeits

                1.--A forfeited game shall be recorded as a loss to the forfeiting team and a win with 3 goals awarded for the opponent.

2.--A forfeited game shall not be rescheduled.

3.--Last minute cancellations shall be considered a forfeit.

13. ALCOHOL

A.--Alcohol is not allowed in the rink (including locker rooms).  Alcohol and tobacco are NEVER allowed on the bench.

B.--A player or players judged by the referee to be intoxicated shall be removed from the ice immediately.  If the referee observes or is told of a player who appears to have indulged in pre-game drinking, said player shall be removed from the ice immediately.  The smell of alcohol on a player’s breath shall be sufficient cause for removal from the ice.  The League Director will review all alcohol-related ejections to determine if suspensions or expulsions are warranted.
